I don't think pictures are the answer either. I'm always temped to call the who-knows-what-department (I really don't know who to call, so that's a primary reason why I haven't placed any calls yet) and file complaints about the vacant lots on either side of me, overgrown with weeds and useless construction remnants. I know I'm not perfect, and if someone really looked they'd find something Ishould be doing that isn't being done, but I try to keep my part of the block nice. I personally find a broom doesn't help, my tool of choice is a rake and heavy duty gloves to get the garbage out of those super-strong weed clusters that can't be pulled by using your hands alone. I keep hoping it might be contagious and motivate other people to do so (am I being naive?). Rather than pictures, I've thought of some sort of complaint capmaign: a bombardment of phone calls about a certain place/address, picking a specific one each week, or however long it takes. The trick here is people are lazy, and you'd have to make it as simple as possible; there would need to be a letter people can just print, sign and send via snail mail, or one they can just copy and paste into an email, or even a notation of what they would actually need to say when making a phone call (a script of sorts). With dealing with other things, I've found if you annoy an agency enough, youeventually get what you want, just for the simple fact they want you to go away. The drawback is fear of retaliation, but if enough people do tihs about a specific place, they can't go after everyone.
