Subject: Corruption at Fort Polk

Complaint involving a Fort Polk Contractor
DAKF11-02-C-0003-contract number

1. Mr. Bob Shirron (AECOM Project Manager) (unmarried) is engaged in an
inappropriate relationship with a former contract employee (Monica M King)
(unmarried) associated with the contract. Ms. King is now a government
employee (GS-10/3) in charge of the Allen Memorial Library on Fort Polk. Prior
to Ms. King becoming a government employee, she was employed by Critique a
subcontractor to AECOM on Fort Polk. While an employee of Critique, Mr.
Shirron had to reprimand Ms. King due to misuse of the company credit card.
Their relationship is inappropriate because of their positions on the
installation.

2. Mr. Shirron and Ms. King exchange proprietary information regarding the
Library and AECOM’s position. Information regarding personnel, funding,
contracts, contacts, and other supplemental information are being provided
to Mr. Shirron by Ms. King. Mr. Shirron is using Ms. King’s position and
the information she has provided as the Librarian to secure a larger part of
the contract and to influence the award fees given to AECOM for the Library
portion of the contract.

3. As a retired US ARMY Colonel, Mr. Shirron has assisted in shielding Ms.
King’s extensive prior and current criminal history from Civilian Personnel
by providing her with details on how to circumvent the system. Ms. King’s
security clearance is due to be adjudicated soon and Mr. Shirron has
provided her with details on how secure her clearance even though he is
aware of her charges of burglary, theft, and larceny as well as the number
of restraining orders against her. Mr. Shirron is also aware of Ms. King lying on her official application for her current position. (Documentation provided upon request). Mr. Shirron routinely boasts about
being “untouchable” and his friendships with people in high places on the
installation and with AECOM's corporate office. He is a regular golfing
partner to Ms. King’s direct supervisor (Mr. Don Davis).

4. Mr. Shirron has paid many of Ms. King’s bills for her and continues to
supplement her income with thousands of dollars in cash and checks deposited
into her bank account. (Documents provided upon request)

5. Mr. Shirron allows, the currently homeless and documented alcoholic, Ms.
King to reside in his home and consume large amounts of alcohol even though
she was arrested and charged in Rapides Parish, LA with driving while
intoxicated in March 2006.

6. Mr. Shirron and Ms. King spend several hours a month conversing with each
other via government telephones and personal cell phones during work hours
for the purpose of only discussing personal matters. This amounts to
mismanagement of the contract by Mr. Shirron and a lack of effort by Ms.
King in performing her duties at the Fort Polk Library. In an effort to
continue shielding their relationship from AECOM employees as well as the
federal government, Mr. Shirron has begun utilizing his Administrative
Assistant's telephone during holidays and weekends to contact Ms. King. Mr.
Shirron and Ms. King also utilize government and personal email accounts
while supposedly on duty for the purpose of perpetuating their relationship.

7. Mr. Shirron has been investigated at other installations for this type of behavior even while on active duty.

This 200 million dollar cost plus contract is due to be re-bid in the coming years and Mr. Shirron is
being provided with confidential information about part of the contract.
Will other potential bidders be privy to the information Ms. King provides
to AECOM? How many other government employees does Mr. Shirron have on his
personal payroll? Does the Department of Defense allow contractors to use
their installations as their own private playground? The actions of Mr.
Shirron and Ms. King represent unfair business practices in the spirit of
true contract competition. I am sure AECOM's competitors would be up in
arms over this information.
