I see a problem with this plan. I'm a bit fuzzy on how the process of converting someone to a vampire works, but from what I understand, most younger vampires (young in terms of time in darkness, not age they crossed over at) don't seem to have the ability to control the toxins that would convert their meals. So, by leaving your targets alive to hand over to the authorities, you run a huge risk.

Say you don't kill the target. The authorities just see what they think is a corpse. Normal gestation time for a vampire is about a month, right? So, when the victim is done crossing over, and ready to wake up, they'll either be in a morgue or in a freshly dug grave. A morgue shouldn't be too hard to get out of, and as for a grave... Well, we've all seen Kill Bill Vol. 2, right?

So, by not killing the "scum" when you feed on them, and turning them over to authorities who won't know about the precautions that should be taken with a corpse that will eventually get back up, you're running the risk of bringing new vampires into the world. Vampires that may not have the morals you have, and would feed on more innocent, less deserving prey.

I think it would be better to finish off your donors, let the slag hunters take care of the rest, and just keep the personal satisfaction of ridding the world of scum.
