All governments past and present rule because they have a monopoly on legalized robbery, so call taxation.
No taxes no government. People ( or vampires) are free and happy.Plain and simple
But vampires don't pay taxes! ( who the hell can force them? Like to herd cats. Vampires are ANARCHISTS for holy scriptures' sake!) How then can Elders govern?
The only solution is - Elders are a puppet government. They ( at least American ones) are paid by Washington that gives them the opportunity to keep vampires in line. In exchange Elders do some dirty job for CIA, FBI, Homeland Security and other Gestapo's. Elders who don't like it are outcasts ( like Comicality.)
