I, personally, like their system. And overall, there really aren't that many rules for them to follow. Which makes it easier to live by. Even if some of the rules are harsh, there isn't enough rules to complain about it. Moveover, having once been humans themselves, I would think, for a while at least, that the lack of social form and structure would be quite a relief.

There's only two issues that I see being a problem.

1) If the "elders" aren't good/just/concerned people, then the whole 'do as I say not as I do' thing comes into play. And I think would eventually lead to a rebellion of sorts. Not unlike our own current society.

2) Longevity. If there aren't strict rules about turning humans, it could easily explode into a huge problem. Once there are no humans left, what are the vampires going to do? This might have been covered at some point during the story, but I can't recall it.

But, so long as the elders are actually looking out for the younger vampires, and not just trying to line their pocket-books, I think it's a great system. Especially if the elders get together and discuss issues. The less rules, the better. Naturally there has to be some rules. But they don't need to micro-manage every second of the day for the populace.
