Arbitration is the last step in the grievance process and is used only when an impasse is reached. In other words, after the three-step grievance process has been exhausted.

You would appeal to the civil service commission if you were fired, demoted, by-passed for promotion or if you feel that you were the victim of discrimination.
Either way you should have a lawyer present at a commissioner’s hearing. Then, he or she could instruct you as to which course would be most effective.
