Hey Roger,
my MO when I am trying to make bait for sharkfishing, is to fish at or near the local artificial reefs using your fish finder to find a good sized school of mackerel.

Then I set out a good chum slick using any of the frozen chum buckets available at most tackle stores.

Then I just use the basic "lucky-joe" bait rigs to catch all the bait I will need for the day!!
