This is from the Wisconsin bill, but no matter how many times I read it over, I cannot seem to get what it is saying....

"The bill would also authorize the Department of Employee Trust Funds to use $28 million of excess balances in reserve accounts for health insurance and pharmacy benefits to reduce health insurance premium costs."

The second article has some bill details, but the wording is exactly the same as above.

"The bill would also authorize the Department of Employee Trust Funds to use $28 million of excess balances in reserve accounts for health insurance and pharmacy benefits to reduce health insurance premium costs."

I understand what is going on, I just do not think this sentence makes any sense. They are going to use funds that are in a trust for health insurance and pharmacy benefits for what? How do they plan to use it to "reduce premium costs?" It sounds to me like they are using money that was put in this trust form something else? Then what happens when that money IS needed for health insurance and pharmacy benefits?

it could mean they'd use the $28 million of excess balances in reserve accounts to set up HealthFund HRA (Health Reimbursement Arrangement) accounts for the union employees. My company did this when they changed our health ins deductible from $1,000 to $4,000. HealthFund HRA accounts were set up giving each employee $1,500 towards the $4,000 deductible. Then we were given the option of a Flexible Spending Account to cover the remaining $2,500.

Most of the already have HSAs. I have heard that they are going to dip into the Employee Trust to pay for the states portion of the insurance contribution and I don't think that seems appropriate, but I cannot find any verifiable facts on the matter.

I just find it very annoying that everyone has an opinion of this bill and yet no one can even tell us what parts of it mean. Kind of scary if you ask me.
