The diference between the two is very small.As the author says at page 151: " the distinction is a fuzzy one, and envolves subtle differences in PERSPECTIVE. What I could understand is that IP takes the perspective of the learner of a second language in which he/she has to learn and use and understand the norms of the community of the language he/she is acquiring, that's why it's a one-way perspective.

CCP takes the point of view of individuals from any society or community, and knowing their different norms or rules avoid misperceptions about the other group and, the misperceptions are two-way since each group can misperceive the other.
Well I don't know if I made myself clear, but this is the only difference I found between these two concepts.
