As I know, the first SFX Wall is organized in the year 2003-04. The organizing committee, which is the SU cabinet and the teacher advisors, would like to differentiate SFX Wall from come.to/sfxc.
You may notice that the online forum of come.to/sfxc is an open forum which everyone of us can write dowm whatever you like without any responsibility, and so, the school authority bears no duty to reply any post here.
However, in SFX Wall, since it is an official discussion board, the school authority is requested by the Student Union to give response. You can see the difference is there exists an organization, the Student Union, to monitor the Wall.
Of course, the monitor role of SU is just a temporary solution. The ultimate goal of SFX Wall, or at least in the heart of the path-finder, is to cultivate a self-disciplined culture like the university, where students can post anything freely on the board. The only requirement is to leave their student numbers.
I don't know how's the development of SFX Wall nowadays as I have graduated for several years. In my opinion, there are always controversial policies for discussion. Try to remember how many times do you talk about SFXC / Mr. Yuen / the vice-principals in a week and you will understand even a F.1 boy can write down a lot of suggestions. The crucial point is whether the SU takes up the responsibilty to request for reply on current issues.
I think, the fall of come.to/sfxc is because of the lack of "meaningful reply" from heartwarming teachers.
No one loves to speak to air, so try to get the involvement from the school authority and I believe there will be more and more open-minded and fruitful discussion.
