President Johnson's policy of “a fine-tuned, step-by-step increase in American force [that] would drive the enemy to defeat with a minimum loss of life on both sides” was completely unsuccessful because it did not account for the fact that it would allow the Viet Cong to adapt to our own tactics while we slowly built up our force in Vietnam. Had our Commander in Chief sent a full attack on the enemy from the beginning, even the guerrilla-fighting Viet Cong would have no time to react. Of course, Johnson's failed plan of "step-by-step" increase was not the only thing U.S. forces had going against them. In Vietnam, unsupported, little-motivated Troops faced guerrilla-style warfare in a jungle against an enemy who knew its territory well. And the severely flawed game plan did not help.
