Answering nunmber 1, I think that President Johnson's plan was a failure because it gave the vietnamese false hope, which was just the spark they needed to help them fight the U.S. back. If we had thrown eveything we had at the North Vietnamese right from the start then they would have been blown away by our effort and the reverse effect would have happened, smashing their morale and thus ending the war quicker. A full fledge seige would have also stopped the North Vietnamese from having the chance to call in allies or supplies. But since we had a slow easing approach the vietnamese could hjold us back long enough to atleast get some help.
