Yes, although Nixon did many good things during his term as president, Watergate happened to be the last and most humiliating thing he was accused of. And it didn't help that if he didn't choose to resign, he would likely be impeached, and he would be the first to have ever done so. Also, many people are more likely to remember the last thing that a president did in office, and, unfortunetely, Watergate was that last thing.
