The projects have agents that often initially contact schools, sport clubs or local health institutions, or local authorities.

They discuss with these to find kids and families suited for their purpose, and to find out which places the parents frequent.

To get the authorities to cooperate, they will often offer some service or money to the schools or community.

Then they will wait for the parents at the places where they use to go, and generously offer some free health service for the kids and the parents, or simply offer money.

Sometimes they even hint that they have had contact with the school, saying that the school is worried, and offering to help. Sometimes they make the school or sport club direct the parents to the agents, saying to the parents that thse can offer some help with some kind of worry.

They will usually tell that the kids and parents will have to participate in some research to get the benefits. But they do not tell that nearly all of what will be done is for the sake of the projects itself, and only little will be exclusively for the benefit of the kids.

In societies with a authoritarian pattern, they will come to the local authorities with direct orders, approved by the government, of using the kids, even though also here they will give some benefits not to wake resistance.

But, societies that are utterly authoritarian regarding matters like these, are not necessarily those being authoritarian in other ways.

Thereafter the parents and kids are directly ordered.

Alternatively the kids are in one way or another tricked into the program, after getting clearance form local authorities, as seen in the history from Italy where it all begun with an arranged military style attack at a birthday party.
