Terani does nice cocktail dresses and Tony Bowls has some, you can find these on eBay. I would suggest bright, flowy, chiffony type material and if it has a short skirt in the front, it should have a long train or "drape" in the back as you walk. Movement of the outfit is key onstage. Also the larger "pallettes" (round sewn on sequins/discs/fringes) look really good as trim in this type of competition.
