Well everyone in my family has been through this, I can certainly remember being given (forcibly of course) soapsticks and suppositories for dirty pantys. My parents assumed, rightly or wrongly, that it must be leakage due to constipation rather than merely "bad wiping". In retrospect they had every reason to jump to this conclusion.
At the time of writing I can't clearly recall an incident of being spanked as well for dirty undies - but I'm sure it happened. And of course this runs in the family - I know when M was younger she got the same treatment for the same reasons.
