How old is your daughter. Sit her down and ask where she's buying them or who's buying them for her. Go to those dealers and warn then that you'll go to authorities if they don't cease supplying your dau. Now that's hypocritical of me saying that because I have to allow my kids to vape before they go to the doctor, school etc in order to get their nic fix. I vape too so my work clients don't detect my cigarette smoke when I'm doing business. All said, how is your daughter supposed to refrain from nicotine because I assume she can't smoke to or from school or at school otherwise she'd be in our situation and have those around us become aware our kids are smoking cigarettes in banned areas. You may well have to reconsider and allow your daughter to vape to and from school and at school but make certain she smokes Marlboro at home, in the street and on weekends when out with you.
You need to be stern and tactful in your approach to this. Don't let her beat around the bush, she's got to tell you her supplier without any stuttering or changing direction in her answer.
