To your dad's reasons I'd add

4. with covering it takes more effort to get the same effect. It's supposed to be a punishment for the kids, not for the parents. ;)

5. This isn't true for all kids, but for many it really makes the punishment a lot more effective because they really, really hate having their pants taken down and going over the knee

I would also add that it is more natural punishment to spank a bare bottom compared to a clothed one. It just felt right and just.

When I was spanked on my bare bottom, other than the pain and shame, what I clearly remember was how loud the smacking sound was. It made the punishment feel even more real.
