I'm sure you're youngest is having a hard time being excluded. Given the unique situation, I'd buy her a nice basic long leg girdle and let her wear it around the house or maybe even out to eat occasionally etc. I don't think there's any harm starting her out a couple years earlier than normal. She's no doubt tried on a sisters girdle already and has decided she likes it. Don't deny her the simple pleasure and status of wearing a girdle. (Of course I admit, I'm biased for obvious reasons.)
