Take a look at Rago 6101, 6107, 6109, depending on how firm you want, and whether or not you want a zipper and/or garters.
Rago/Cortland Intimates 4085 and 4205 also have high waists.
Try Rago 008 and 513, if you're looking for light control.
You might also consider combining a waist nipper/cincher with the high waist brief, for added support and control. Rago 821 is a pretty firm and long waisted nipper. There are also several other waist nippers/cinchers in their catalogue.
If an open bottom girdle is something you might wear, then a Rago 1294 might fit the bill.
