They are not big enough there to pass on the opportunities. The Irish/English-based orgs need to understand America is different. They don't have feises five times a day every weekend day. They have had to band together for decades for support and even then it is tough at times depending on what part of the continent you live on. They need to relax the rules so those schools can have the opportunities the rest of the Irish dance world enjoys.
