Program Advocacy Special Events: During the year, the Regional Office conducted orientation/briefings and actively supported various special events and radio guesting as follows: Parent Leaders’ Orientations. The regional office was able to conduct PL Orientations in 11 LGUs during the year. This is primarily intended to acquaint and familiarize the City Links (CL), PLs and the City RPM Teams on the procedures and requirements in scheduling and conducting FDS classes on FP. As such, it facilitated the scheduling and mindset of the 4Ps beneficiaries in the conduct of FDS classes on FP by the RP-FP teams. A total of 829 parent leaders (PLs) were oriented and given minimal supplies. GAD-related activities. NCR GAD corner was updated with additional materials/references such as CSC circulars, Presidential messages on women’s month celebration, as well as various GAD Laws and Rules. The staff also participated in Women’s Summit at the World Trade Center in March which recognized Filipino women and their capacity as catalysts of change. This year’s theme is “Babae Kapuso ka ng Bayan” which encourages women’s entrepreneurship for them to become financially independent. NCR Population Congress. Representatives from regional program partners, local population, health and planning officials as well as RP-FP focal persons gathered at Hotel Rembrandt on January 24 to take part in the presentation of regional milestones in the population program. The congress theme was anchored on the national theme “Population, Poverty and Governance” and a sub-theme “Responsableng Pagpapamilya para sa Kaunlaran.” Invited guests from CHD-MM, DSWD-NCR and DILG-NCR were present to give their responses to the presentations on the PPMP Directional Plan and Program Milestones in NCR. A total of 145 participants were present during the congress. SY2011-2012 Regional PopQuiz. In coordination with the Department of Education-NCR and the local host- city government of Valenzuela, the regional office successfully conducted the regional contest on March 14 with 16 divisional contestants competing. POPCOM-NCR, DENR-NCR and UPPI composed the panel of judges and the following are the top three regional winners: Champion Ma . Angela S. Labador, Valenzuela City Science High School First Runner-Up Mary Joyce E. Gimena, Tanza National HS, Navotas City Second Runner-Up Edgardo L. De Asis, Jr., Pasay City East HS, Pasay City SY2011-2012 National PopQuiz. RPO-NCR joined the DepEd’s Festival of Talents in Iloilo city in April 10-11 to which the National Popquiz is among its major features alongside on-the-spot contests - essay writing, poster making and jingle writing and singing. A media conference for popquiz contestants plus a major parade cum launching of the Festival of Talents were held prior to the actual contest. NCR regional contender, Ma. Angela S. Labador, proudly placed second in the overall national rankings, missing RPO XI-Davao contestant by mere one point. Buntis Congress 2012. This is the 10th year of the Buntis Congress, held on May 19 at the SM Megatrade Hall, Mandaluyong City. The activity was spearheaded by NNC with ABS-CBN DZMM. The congress aimed to create awareness on the importance of ensuring the nutritional well-being of pregnant women and the findings that once the baby is born the mothers should adopt proper infant and young child feeding practice. The congress also served as an important venue to educate pregnant women and their husband on the importance of good nutrition. As part of the program, POPCOM-NCR OIC Ms. Cura discussed the topic on responsible parenthood (RP) and its importance in building a healthy, happy and empowered family. A total of 1800 copies of RP-FP IEC materials were distributed. A booth was also set up to display the IEC materials and answer queries on RP-FP. World Population Day Celebration. The event was held on July 11, 2012 at the Baseco covered court. POPCOM-NCR through its RPM focal persons/team in Manila was able to gather some 1,000 Pantawid Pamilya beneficiaries of Baseco for family planning information and services by GOs and NGOs led by Likhaan. Of the 1,000 invited 4Ps beneficiaries, 800 availed of the FP and RH services. Of the 800 beneficiaries, 500 availed of FP services (pills, implants, DMPA, IUD, condom, ligation, vasectomy and NFP); 300 availed of RH services (pre-natal, papsmear, general medicine and counseling). There were also invited guests: PCW Chair Remy Rickets, DSWD-NCR Director Alicia Bonoan, Dr. Quasi Romualdez, Akbayan representative Riza Hontiveros-Baraquel, movie actress Ms. G Toengi and representatives from UNFPA, USAID and European Union, the program sponsors. Family Planning Month Celebration. In response to the RPO memorandum to partner agencies and LGUs regarding FP month, various activities were done and initiated by City of Valenzuela, Makati, Muntinlupa, Marikina, Pasig, Las Piñas, Malabon in celebration of FP month. This includes: display of campaign posters and streamers bearing the theme, provision of FP counseling services and distribution of available and appropriate IEC materials on responsible parenthood and family planning methods and conduct of health classes and essay writing contest in Valenzuela City College students. Also, different activities were done in the following agencies in support to the FP celebration. The DOLE had invited a resource person to discuss RP-FP to their employees. DILG issued a memorandum to their field offices to post a banner bearing the FP month theme. 2012 Regional Nutrition Awarding Ceremony. RPO attended the 2012 Regional Nutrition Awarding Ceremony on September 7, 2012 at the Pavilion of Wack Wack Golf and Country Club in Mandaluyong City. The event was hosted by the City of Mandaluyong, being this year’s Green Banner Awardee. The highlight of the event was the presentation of awards to outstanding local government units in the region for their effective and efficient nutrition program management and implementation and to the Regional and City /Municipal Outstanding Barangay Nutrition Scholars (OBNS) based on the results of the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) and Search for Regional Outstanding Barangay Nutrition Scholar (ROBNS) respectively, conducted by the Regional Nutrition Evaluation Team (RNET) from May to June this year. The winners of the On the Spot Poster Making Contest and the Veggie Cooking Contest were also awarded with prizes. Among the speakers were Congressman Angelo Palmones, Dr. Jaime Galvez Tan, former Secretary of Department of Health (DOH), and Assistant Regional Director Adriano Subaan of Center for Health Development-Metro Manila (CHD-MM). POPCOM delivered the closing message. Civil Service Month Celebration. To enhance the knowledge and awareness of staff on the CSC programs and projects and in support of the celebration, the RPO put up a corner exhibiting the CSC 112th Anniversary with the theme “ Kawani Ikaw ay Isang Lingkod Bayani. Also, as part of the celebration, the staff viewed the exhibit of the Office of the Presidential Adviser and Peace Process (OPPAP) at the Shangrila Mall, Mandaluyong City last September 14, 2012. This photo exhibit promotes awareness of the staff on the present administration’s effort to bring peace and harmony among Filipinos thru peace process that will bring development to our country. The staff also availed of the half day leave to get discounted price at SM Department Store. KP sa Kyusi. A gathering of 7,000 QC Pantawid Pamilya beneficiaries was held at the Araneta Coliseum on September 16, 2012 to intensify the Kalusugan Pangkalahatan/campaign through the conduct of the Family Health Day. This activity was spearheaded by the Gerry Roxas Foundation (GRF) with program emcee, Ms. Korina Sanchez, bringing sparkle to the event. The KP program of QC was presented by CHD-NCR Dir. Janairo and Philhealth President Padilla with guests personalities -- DOH Sec. Enrique Ona, House Speaker Sonny Belmonte, DSWD Sec. Dinky Soliman, QC Mayor Herbert Bautista together with Vice-MayorJoy Belmonte, and GRF President Julie Roxas – expressing their message of support. There were also entertainment numbers by well known celebrities and GRF scholars. In his message, Sec. Ona highlighted the need to support two important bills – the Sin Tax and the RH Bill. Meanwhile, POPCOM-NCR distributed RP-FP t-shirts and brochures to parent leaders. Luzon Validation Workshop: ICPD Beyond 2014 Review. A total of 107 participants composed of the regional government agencies, non-government organizations, city/municipal city health officers, city/municipal planning and development officers, RPM Focal Persons in NCR, population program workers from regions 2, 4, 5, CAR and NCR attended the workshop held last September 21, 2012 at the Imperial Palace Suites, Quezon City. POPCOM Executive Director Tomas M. Osias presented the status of the Philippines in terms of its accomplishments in fulfilling its commitment to the 1994 International Conference on Population and Development (ICPD) Program of Action (PoA) in Cairo, Egypt. The Philippine ICPD PoA status report presented the consolidated efforts and accomplishments of all stakeholders in population and development. It highlighted the gains and the remaining challenges towards realizing the ICPD promise. Also, the workshop provided an opportunity for participants to validate and supply additional inputs (i.e. policies, programs and strategies) at the regional and local levels to further enhance the ICPD Philippine report. Aside from this, the workshop enabled the group to identify gaps, challenges and recommendations that can be done to push further the ICPD agenda. Family Week Celebration at MOA. DSWD together with the Regional Inter-Agency Committee (RIAC) for the Filipino Family held a culminating activity of the Family Week celebration on September 28, 2012 at the SM MOA with the theme "Ensuring Work-Family Balance". Program highlights include the awarding of the NCR Huwarang Pamilya from Tanza, Navotas City. POPCOM NCR is the current Co-Chair of the Subcommittee on Training and Advocacy of the RIAC-FF who selected and validated the family nominees from twelve (12) LGUs in Metro Manila. POPCOM-NCR donated 2 bags of grocery packs, 5 gift items and RPM T-Shirts to the event to form part of the prizes for the winners and raffle. Another program highlight was a lecture from the Church of Jesus Christ Latter-day Saints on Life-Work Balance with testimonial and inspirational talk on building family life and values from TV personality Judah Paolo and his wife. The children from ERDA and the Himig Pag-asa Children's Choir added life to the program with their intermission numbers. DSWD Asst. Dir. Jacel Paguio, Pasay City Administrator Atty. Acorda and Mr. and Mrs. Paolo presented the Huwarang Pamilya 12 family nominees with certificates of recognition while a plaque of recognition and P15,000 cash prize was awarded to the regional champion from Navotas City. Radio Guesting. Ms. Eleanor M. Cura, POPCOM-NCR OIC Regional Director, had an opportunity to guest in RADYO MO SA NUTRISYON DZXL 558 kHz last September 23, 2012, Saturday, during the slot time 12:30-1:00PM on POPCOM’s Adolescent Health and Youth Development Program. The radio program was anchored by NNC ASEC Ma. Bernardita Flores. Nutrition Month Celebration. The region participated in celebration of the 38th Nutrition Month with the theme “Pagkain ng Gulay Ugaliin, Araw-Araw Itong Ihain!”. It emphasized the importance of eating vegetables to attain good nutrition. During the first flag ceremony in July which hosted by the POPCOM-NCR, Ms. Milagros Eliza V. Federizo, Regional Nutrition Coordinator of the National Nutrition Council-National Capital Region was invited to discuss the importance and benefits of eating vegetables. Ms. Federizo talked about the salient points of theme. There were questions and answers portion on the July 16, 2012 flag ceremony on the said topic where there were prizes that were provided by the Human Resource Development (HRD). Also, testimonial was given by a health buff practitioner on the benefits of eating vegetables and its proper preparation. The region also posted relevant information on a bulletin board at the lobby about different kinds of vegetables and their attributes. National Nutrition Awarding. President Benigno Aquino III was the guest speaker in this National Nutrition Awarding Ceremony held on November 9, 2012 at Philippine International Cultural Center (PICC), Manila. His Excellency commended the works of the National and Regional Nutrition Council as well as their Barangay Nutrition Scholars with support from the different LGUs especially those who are recipients of various awards. But he challenged them to work harder as there are a lot more who need our services to improve the health and nutrition status of our population nationwide. POPCOM-NCR was among the 500+ participants and guests from different LGUs, GOs, NGOs nationwide who attended the awarding ceremony. National POPCONGRESS & Launching of SPPR 5. RPM Team participated in the National POPCONGRESS and SPPR 5 Launching held at The Pryce Hotel in Cagayan De Oro City last November 22-24, 2012. Two delegates from NCR were selected to present their best practices on RP-FP and AHYD. Dr. Anabelle Fajardo of Valenzuela City presented the “Strategic Integration Development Approach (SIDA) on FP” while Dr. Himmler Cos of Paranaque City presented the BALUTI “Batang Laging Umiiwas Sa Tiyak na Impeksyon”. There was also a conference among POPCOM Regional Directors. Representatives from various media (print, radio, TV) and organizations asked the regional directors on their significant regional programs and projects. Regional Population Congress and Regional Launching of SPPR5. This was held at The Bayleaf Intramuros on November 28, 2012. Guests include the POPCOM Executive Director Tomas M. Osias who presented the content of SPPR 5. For the sectoral responses to SPPR 5, the following were the guests’ speakers: MMDA Usec. Corazon T. Jimenez for local governance; CHD-MM Medical Specialist Alberto Diaz for health; DENR-NCR Regional Executive Director Neria Andin for environment and natural resources; and Congressman Angelo B. Palmones for legislative. Manila Vice Mayor Francisco M. Domagoso fondly known as Isko Moreno delivered the welcome remarks. There was also the Oath Taking of the League of the Population Program Officers (LPPO) in NCR and the presentation of best practices on RP-FP, AHYD, and POPDEV. From 152 attendees, around 127 participants emanated from Population, Health, Planning, Youth offices from 17 LGUs in NCR as well as from the different GOs, NGOs in NCR who signified their support to the PPMP. United Nations (UN) Family Day Celebration. This is a joint project of DSWD and Association of Regional Executives in Metro Manila (AREMM). In celebration of the UN Family Day, the twin activity - Akbay Kapwa Convergence Caravan and 4Ps Congress - was held last May 15, 2012 at the Cuneta Astrodome, Pasay City. A total of 1000 4Ps beneficiaries attended the activity. A booth was also set by the member agencies of AREMM that provided services to the 4Ps beneficiaries. Services include; medical/nutrition counseling, jobs fair/livelihood skills training and legal counseling; and sale of 4Ps livelihood products. A bulk of the IEC dissemination efforts occurred during this event where a total of 2,500 copies of IEC materials (RPM Komiks, Fertility Komiks, FAQ Brochures on FP, NFP All method Brochures Development, Production and Distribution of IEC Materials RP-FP Brochure Development and Printing. The regional office initiated for the conceptualization, development and printing of the RP-FP brochure which yielded 20,000 copies. Compiled Training Materials on Contraceptive Program Pathways on CD. Copies of the training materials have been made and distributed to all 17 LGUs. Replication and Distribution of “CrossRoads” DVD. Twenty (20) copies of the POPCOM movie were distributed to LGUs, the training materials have been made and distributed to LGUs together with support documents to be used during the open forum after the scheduled viewing. Production of RP-FP Tarpaulins. In support to the conduct of FDS classes, the RPO developed additional 400 pcs of RP-FP tarpaulin on FP benefits and FP methods. These RP-FP Tarpaulins were distributed for display to the LGU health center. SPPR/Regional Congress Materials. The RPO produced 200 T-shirts, 200 ecobag kits and 70 SPPR/ Popcongres CDs in support of the Regional Launching of the SPPR5 and conduct of the Regional Population Congress. These were distributed to the participants of the event together with the SPPR manuals. III. Data and Information Management The regional office continue to maintain various information centers: regional information center (RPIC) & MIS, the RP-FP Resource Center and Gender info corner. On-line Reporting System The regional office contracted a job order (JO) for the encoding of the couples’ profiles via the new system RP-FP Monitoring System from September to December. The JO was provided an orientation and hands-on training on the new system. As of end of December, over 9000 couples profiles were encoded in the regional online monitoring system covering more than 500 classes in NCR. Satellite information centers in specific teen centers in the selected LGUs have yet to be restructured/updated. Meantime, clients/target users served pertain only to those provided with IEC print and promotional materials during dissemination activities/events and those who requests for population data/information that have been attended to. IV. Program Planning The RPO staff met regularly to plan and discuss issues and concerns related to RP-FP implementation in the region. Regional Staff Meetings. Regular staff meetings were periodically held (Jan. 9, Feb. 15, Mar. 15 and May 3, July 19 and Dec. 3, 2012) to update and coordinate project implementation with the regional staff/monitors and draw up regional plans, budget and activities for the succeeding month or period. During the meetings, the staff gave feedbacks on the trainings and meetings attended as well as the projects and activities held by the region. This is also an opportunity for the group to look into the status of the regional budget based on the 2012 Technical Work and Financial Plan. Regional RPM Monitors Meeting. The RPM Monitors meetings were held on Feb.1, May 29 and August 9. During the meeting, the monitors gave feedback on the issues and concerns of their assigned areas regarding the conduct of FDS classes. During the August 9 meeting, the monitors convened and tackled the agenda that needs to be discussed on the coming RPM Focal Persons meeting. Urgently needed were for the monitors to follow up their assigned LGUs on target number of FDS classes for August to November 2012. Also, the region conducted assessment and planning workshops for its regional RP-FP team. NCR 2011 Year-End Assessment and 2012 Planning Workshop. In January of 2012, POPCOM-NCR held 2011 assessment and 2012 planning workshop with its RP-FP focal persons from the different LGUs in NCR. It provided an opportunity to review and strategize approaches in program implementation as well as strengthen the regional and local partnerships. This was held at the City Travel Hotel, Baguio City on January 25-28. (HOW MANY PAX) NCR RP-FP 2012 Mid-Year Assessment and Planning Workshop. Twenty-seven (27) participants were present during the NCR RP-FP Mid-Year Assessment and Planning Workshop which was held on May 10-11 at Robbinsdale Residences. This session (Day 2) enabled the region to come up with its plan for the second semester of the year focusing mainly on FDS implementation, LPPEAHD, Evaluation Research initiative and PMC and other anticipated activities such as Regional PopCongress and Year-End Assessment. The activity also provided an opportunity to address FDS implementation issues which were raised to the Regional Advisory Committee as well as remedies on the various status reports and directories required in the region. RP-FP Year End Evaluation Workshop. This was held on November 19-22, 2012 at The VIP Hotel in Cagayan de Oro City and attended by RPM focal persons (18 participants). This activity was necessary to assess and evaluate the year’s accomplishment of the RP-FP program in NCR. It also provides first hand information to the RP-FP focal persons from the different LGUs in NCR on how the program is being implemented in other regions. This also gave them a chance to attend the National Population Congress and the SPPR 5 Launching, thus exposing them to learn more from the best practices of different regions on FP-FP, AHYD, and POPDEV.
