Development/Preparation of Project Proposal, GAD plans and Agency Physical & Financial Plan
The 2012 RP-FP mother document was prepared together with the project summaries/concept papers on the conduct of the regional POPQUIZ, LPPEAHD for Paranaque and Makati, 2011 NCR Annual Report, GAD activities and training of NCR staff and RP-FP Mid-Year & Year End Assessment to guide project implementation.

In March 2012, POPCOM Central Office conducted the 2013 Planning & Budgeting Workshop to which four regional staffs had attended the said national workshop in and crafted and finalized the regional plans and budget proposals as well as GAD plans for CY 2013.

5th Pantawid Pamilya Regional Directors’ Consultation Workshop, The 3-day meeting of regional directors of DSWD, POPCOM, DepEd and DOH was held on December 11-13, 2012, at Oracle Hotel, Quezon City and discussed an update on Pantawid Pamilya program implementation, commitments and support from partner agencies; and further resolve the issues and concerns encountered in the program for higher, stronger, better, partnership together.

The initial day was devoted to the discussion of DSWD’s updates of Pantawid Pamilya Implementation; sharing of initiatives, milestones by partner agencies including National Commission on Indigenous People (NCIP); and workshop on indigenous peoples’ concerns. PhilHealth issues, concerns and partner agencies’ support to PhilHealth were discussed in the morning of Day 2. In the afternoon of Day 2, the directors were joined in by their respective agency head for their responses to consolidation of the two workshops output by agency. The third day was devoted to regional action planning for 2013 to serve better the 3.8 million Pantawid Pamilya benefiaries for 2013.

Gender and Development (GAD) Laws and Rules. An outcome of last year’s consultation among the staff, POPCOM-NCR Personnel held a training last April 2 to 4 at Riverview Hotel in Laguna which thoroughly discussed the various GAD Laws and Rules which is intended o further enhance the staff’s knowledge and put into doable practice in the workplace and in the community. This was attended by all 13 staff plus one contractual worker. POPCOM-NCR invited Atty. Dexter V. Padilla, Legal Officer of POPCOM Central Office, as resource speaker at the Riverview Resort and Conference Center. The topics explained were as follows:
• RA 7192 Women in Development and Nation Building;
• RA 9252 Anti- Violence against Women and Children;
• RA 8353 & 8505 Anti-Rape Law of 1997 and Rape Victim assistance and Protection Law;
• RA 9208 Anti-Trafficking in Person Act of 2003;
• RA 7677 Anti-Sexual Harassment Act of 1995 with CSC Memo 19s of 1994;
• RA 9972 Solo Welfare Act of 2000;
• RA 8187 Parental Leave Act;
• RA 9710 Magna Carta Act of Women

GAD Assembly. The RPO joined in the GAD Assembly conducted by Central Office held last August 2-3, 2012 at Pagsanjan Resort, Laguna City. The activity aimed to provide additional knowledge/information on GAD. The exercises and activities given enabled the staff to appreciate the importance of GAD in their daily lives.

Observation of GAD Best Practice in Makati City. To have awareness on the GAD implementation and activities at the local level, the RPO visited a Best Practice on GAD in Makati City. The GAD focal person of Makati City oriented the RPO on how the GAD is being implemented from the City level down to the Barangay level. The City Mayor as the overall chair of the GAD was very supportive and had allotted 15% of the total budget on GAD activity. Additionally, various administrative orders and resolutions were passed in support of GAD. The Makati City GAD Code is integrated in their city plan and a GAD technical working group and focal person in every department has been created.

GAD Best Practice in Baguio City. POPCOM-NCR had a GAD Exposure Trip on November 12-16, 2012 in Baguio City to know about their GAD practices and to increase awareness about GAD issues and concerns outside NCR. Ms. Charity Hizon, POPCOM-CAR Administrative Officer V, introduced POPCOM-NCR to the Ms. Zenaida P. Quijana, Baguio City Population Officer IV and to Dr. Celia Flor C. Brillantes, Baguio City Medical Officer IV. A power point presentation was shown on their project “Bonjing”, an advocacy program for the youth through the e-inquiry. The Project “Bonjing” has a hotline where clients can inquire/ask about issues and concerns on involving the youth. Confidentiality is upheld during inquiries. OIC-RD Eleanor Cura promised to send commendation letter to the mayor and other local executives to this effect.

Thereafter, DSWD KALIPI president Ms. Rose Wasan toured POPCOM-NCR staff to the site livelihood project in barangay Gibraltar and Rizal Elementary School, another site where men women and children (in school-youth) made handicraft products like basket weaving, flower making, flower vases out of waste materials. With these, women are provided opportunities to earn for themselves and help husbands sustain the needs of the family. Another site visited was the production of ready to eat chips from carrots, squash and malungay. Part of the income derived from this project contributes to the indigent family of Gibraltar.

POPCOM-NCR also got an opportunity to meet with Ms. Carmen Bayquen who works at the Office of City Councilor Lourdes F. Tabanda. Ms. Bayquen shared Baguio City’s GAD best practices. She made mention that the Hon. City Councilor is the Focal GAD Office and is concerned mostly on the client centered activities while the Silungan Center under the DSWD is centered on the organization. POPCOM-NCR staff also visited the Silungan center where Ms. Jeterda B. Junio, Social Welfare Officer III discussed their GAD programs and projects..

POPCOM-NCR also had an interaction with the different staff and guests of Sagada Municipal office headed by Hon. Mayor Eduardo Latawan, Jr. at the Sagada Guest House. The Mayor discussed integration of gender concerns in all program on Pre-marriage Counseling, parenting education and FDS classes on RP-FP.

GAD Best Practice in Bulacan. The region was also able to observe the GAD Best Practice in the workplace implemented in Krus Na Ligas and St. Martin Cooperatives operated in Bulacan. The activity enlightened the staff on how GAD is integrated/ in-placed in businesses and cooperatives.

Training on Training Needs Analysis. Held in Saranggani Province last Feb, POPCOM-NCR participated in this training which will helped regional Admin. Heads/HR in crafting the HRD plan of the region.

Training on Rules Formulation. Regional staffs who are officers of the PopCom Multi-Purpose Cooperative (PMPC) attended the training in Feb. which provided skills in drawing up election rules and guidelines for the said coop.

Seminar on Ethical Decision-Making. Current POPCOM-NCR OIC attended the seminar provided by CESB in March which discussed ethical considerations and guidelines in the decision making process of executive level officers.

Capability Training on Scriptwriting for Video Documentary and Film. POPCOM-NCR attended this training last April in Iloilo which provided an overview of the process of writing scripts for film or documentary. Participants were given an opportunity to craft outlines of scripts which were subjected to critiquing by mentor/resource speaker Zigcarlo Dulay, an indie movie film writer.

Contraceptive Program Pathways. During NCR RP-FP assessment and planning workshop with program workers at Robbinsdale, a regional staff was able to actively participate and complete the sessions including the discussion of concepts and simulation exercises for this particular FP updates using the contraceptive pathways protocol.

Training on 4 Operational Systems of POPCOM. Regional Administrative Officers of POPCOM participated in the activity which presented and discussed the 4 Operational Systems related to grievance, PRAISE, merit and promotion plan, and performance evaluation. The session solicited inputs in improving the said systems.

Training on Public Policy Development & Analysis for Technical and Middle Management Staff of the Commission on Population. Two POPCOM-NCR staffs attended the second-level training facilitated by the Center for Policy and Executive Development of the National College of Public Administration and Governance, University of the Philippines. Regional participants learned the concepts and principles on public policy and policy making. They also had hands-on exercises on the different worksheets and templates applying the procedures, processes, tools and techniques in public policy analysis. Each region prepared a draft policy issue paper and corresponding powerpoint presentation but only three regions were subjected to the actual presentation and critiquing by the panel comprising of Prof. Dan A. Saguil, Director of CPED, Dr. Minerva S. Baylon, Professor from UP-CPAG and POPCOM officers, Ms. Victoria M. Corpus, Head of Planning & Monitoring Division, Ms. Zenaida M. Opiniano, Head of Policy Analysis & Development Division and Mr. Tomas M. Osias, Executive Director.

Laws and Rules on Government Expenditures. A support staff attended the COA training which discussed the process of appropriation, allotment, expenditure and disbursement; laws and rules on expenditures and disbursement including modes of disbursements; and PS and MOOE account expenses. The training essentially highlighted the various government expenses classified either as allowable and non-allowable expenditures considered as irregular, unnecessary, extravagant, excessive, and unconscionable.

Appraisal and Disposal of Government Properties. Three administrative support staffs were sent to COA to attend the said training that helped them to know and be familiar with the various forms, requirements and procedures in the proper appraisal and disposal of government properties.

VII. RESEARCH AND DEVELOPMENT

Writeshop on AHYD Research Study. A writeshop was held on December 5-7, 2012 at Eurotel, Makati City with selected POPCOM-NCR Technical Staff and Marikina City Health staffs from the Teens Health Quarters and Population Program Management Office. The study was undertaken to document and evaluate the existing program initiatives and facilities of selected adolescent/youth teen health centers in the region. The activity was held for the write-up and analysis of the documents submitted by the selected LGUs included in the study. Initially, Marikina and Makati Teen Health Center was properly documented.





VIII. Capability Building for Program Workers

RPO-NCR was able to conduct 5 different types of trainings for its program workers and other beneficiaries, namely: Contraceptive Program Pathways, LPPEAHD sessions (2 batches), Pre-Marriage Counseling based on the revised PMC Manual and Process Guide (4 roll-out sessions), GAD/GST and Entrepreneurial Skills Training.

Training on the Learning Package on Parent Education on Adolescent Health and Development. Two (2) sessions were organized to equip parents (as well as their adolescent children) with the necessary knowledge on Adolescent Sexuality and Reproductive Health (ASRH) concerns and provide them with the necessary skills on how to become effective parents in communicating ASRH concerns to their adolescent children.
1. Parañaque City [parents/couples together with their adolescent child]: April 24-25, 2012, Parañaque National High School, Parañaque City. Attended by 30 pax -- 11 adolescents, 7 couples & 5 mothers. POPCOM NCR and four Parañaque Teens Health Quarters (THQ) staff facilitated the training.

2. Makati City [parents of adolescents and youth program workers] : April 26-27, 2012 at Rizal National High School, Makati City. POPCOM NCR staff facilitated the class which was attended by 30 pax --1 couple, 22 mothers and 6 youth program workers.

FP Updates using Contraceptive Program Pathways. Held on the Day 1 (May 10) of the two-day activity on NCR RP-FP assessment and planning workshop at Robbinsdale, POPCOM invited Dr. Anabelle Fajardo, Population Program Management Officer of Valenzuela City Health Office, and her staff to facilitate the training of RP-FP Focal Persons and POPCOM-NCR on the FP program pathways which is based on the World Health Organization (WHO) Global FP Handbook. It essentially emphasizes the alternative options in handling clients based on a concept that does not rely solely on the onset of menstruation in recommending FP methods. Representatives from ALPHA MED and DKT dropped over to briefly promote their FP products to the group. Training certificates were given to 25 RP-FP program workers and one regional staff who were able to complete the lectures and simulation exercises.

Pre-Marriage Counseling (PMC) Training. Four (4) roll-out training sessions on the PMC were held during the second semester listed as follows:

1. On July 23-25, 2012 at Eurotel Pedro Gil in partnership with PNGOC. A total of 39 participants from NCR and Region IV attended and certified as trained on the revised PMC manual.

2. A roll-out training for Luzon was held in October 4-6, 2012 at Eurotel Pedro Gil in partnership with PNGOC. A total of 39 participants (1M/38F) attended and certified as trained on the revised PMC manual.

3. Another rollout for NCR funded by the regional office was held on October 23-26 at Eurotel Makati with 34 participants from NCR were trained and certified.

4. As per Manila City Social Welfare Department request, a three-day live-out training on Pre-Marriage Counseling using the revised PMC Manual and Process Guide was conducted for 15 Manila CSWD social workers by POPCOM-NCR with its regional partners from CHD-MM and DSWD on June 25-27, 2012 at the Lanuza Health Center.

Speakers and topic discussed were as follows: on PMC policies and guidelines, Ms. Cura, POPCOM-NCR; Marriage and Relationships-; Building the Family (Human Sexuality and Maternal, Neo-natal, Child Health and Nutrition) – Dr. Ruben Siapno, CHD-MM; Planning the Family (FP Methods and STI) – Joyce Hilvano, POPCOM-NCR; Caring for and Managing the Family and the Home (Responsible Parenthood, Rights of Children and Home Management)-. PMC and marriage counseling accreditation process was also discussed with the participants. POPCOM-NCR also provided the participants draft PMC Executive Order for discussion with Manila CHO and signature of Manila City Mayor Alfredo Lim.

In the end, POPCOM-NCR issued PMC certificates to all 15 social workers of Manila (of which two were given certificates as refresher course).

GAD/GST for RPM Federation Officers and Members. Two (2) batches of training sessions on GAD were conducted for City level RPM Federation officers and members of Mandaluyong City, Navotas City and San Juan City last November 6 & 8, 2012 at POPCOM AV Room. Batch 1 was scheduled for Mandaluyong and Navotas City and attended by a total of 34 participants (2 males and 32 females). Batch 2 for San Juan City and was attended by a total of 33 participants (1 male & 32 females). The training enabled the participants to appreciate, understand and become aware of GAD issues and concerns. Also, participants learned to identify, assess and manage gender related issues within self and significant others. Also, through the training the RPM federation will be able to integrate GAD issues and concerns in participation in the conduct of RP-FP activities in their respective localities.

Entrepreneurial Skills for RPM Federation officers and members. Two (2) batches of Entrepreneurial Skills training were also provided for the same sets of participants who have attended the GAD sessions. These were conducted last November 7 & 9, 2012 at POPCOM AV Room. Batch 1 was held for Mandaluyong City and Navotas City and Batch 2 for San Juan City. The activity aimed at making the RPM federation officers and members become socially and economically viable and become advocates in the promotion of the correct understanding, appreciation and practice of responsible parenthood and family planning. Ms. Elvin Almazar, resource person from DOST-NCR provided the skills training on longanisa and tocino making. The participants were also provided skills on marketing, packaging and proper costing of the products. Since the intended business is food, the resource person included the topics on Food Safety and Food Handling.

Additionally, the City Level RPM Federation of Marikina City shared their Peanut Butter expertise in the group. Also, Mr. Edgar Abraham, the Marikina City Federation President and Regional Level Federation President, shared their best practice in Marikina City on RPM Federation Savings Associations and strategies in peanut butter business.








IX. RP-FP Class Implementation

FDS Classes in NCR. For the year, RPM Team at the city/municipal level was able to conduct 1,209 FDS classes; and 25,526 couples reached.

Follow up of FDS class. The five LGUs have conducted follow up of couples who have attended FDS class, particularly those with unmeet need on family planning; Makati, Marikina, San Juan, Malabon and Navotas City. To date a total 158 FDS classes were followed up by the group.


X. Other Technical Assistance

TWG on Monitoring and Evaluation. POPCOM-NCR was involved in the newly organized Technical Working Group (TWG) to enhance and finalize the Monitoring and Evaluation System of the agency. The TWG reviewed the existing monitoring and evaluation tools of POPCOM and established the proposed database for the system. Several workshops were held to consult the group on the importance of the system.

Facilitator for ICPD Validation Workshops. POPCOM-NCR staff was tapped as faciltators for the ICPD Validation Workshops in the following areas: Baguio City held October 9-11, 2012 at Citylight Hotel; and Cebu City held on October 18-20, 2012 at Elizabeth Hotel. Participants from these workshops were composed of government, non-government, and local government units discussed in the workshops their contributions to the ICPD Program of actions on various topics such as reproductive health, gender and development, population and development.

TOT for PMC. POPCOM-NCR was tapped to facilitate the TOT on PMC for Luzon in November 12-16 in partnership with PNGOC. Thirty five (35) participants were trained and certified (4 males and 31 females).
