The reason he can play is that there are certain exemptions to qualifying. Winning the British Open is one means of getting an exemption to qualifying, winning the USGA Amateur, The Masters, or about any other pro tournament, etc. are others, and another way to avoid having to qualify is being in a top (however-many) group of pros that is calculated by (I can't remember what organization.)

I have no idea if someone that isn't a pro but has an R&A handicap can get into the qualifying rounds for the USGA Open.
