 In the modern civilized world I'm aware of, it was not legal, and any employer who did it was risking a lawsuit or arrest for assault and battery.

It happened somewhere, like it probably happens today. Some people in positions of power can be ignorant of the risks, or predatory enough to take the risk. Some who are abused might keep quiet about it in order to keep their jobs. It's not just spanking, but abusers have gotten away with other sexual assaults including rape.
