Haha, you're real cute. Maybe in some minor cases, like warning swats, but no. I'd use my hairbrush on you, generally, or possibly other implements depending on the misbehavior.
The location would vary. I think the typical spanking would happen in your bedroom, either on a chair or your bed. If you needed a few quick swats at home, I'd just pull you to me and spank you then and there.
I'm not sure about the number of swats. I would probably go based off your reactions rather than a specific number or length of time.
You claim doing your chores at home is an issue. I doubt it would be for long if you were living with me; I'd keep you in line and enforce the expectation. I'm sure that, with time, you'd learn to keep up with your chores. Not only to avoid being spanked, but because eventually you wouldn't want to disappoint me.
I wouldn't allow you to procrastinate. Missing deadlines is a nasty habit to get in. Allowing yourself to turn in schoolwork late shows a lax attitude towards deadlines and it's better to get ahead of that before you have a real job, where missed deadlines could result in being fired.

If you overwhelm the nerves, your butt can go numb, yes. Different people will go numb at different times/intensities.
She has been spanked before, but not recently or often. We'll probably just be ourselves to start, but might eventually do a roleplay. I am aware of safe words and she and I plan to use the stoplight system. If I were giving a real punishment spanking, my plan would be to allow them to use a safeword if they felt like it was completely unbearably overwhelming or if they needed to tell me something that couldn't wait, but it wouldn't get them out of their punishment. We would stop and take a moment to calm down or discuss whatever they needed to discuss, and then I would either finish their spanking or I would spank them the next day. It would only be a temporary reprieve.
I haven't met face-to-face with her yet, but we've video-chatted and talked on the phone.
The conversations are an enjoyable use of my time. It would be odd if you lived right down the street from me, but I think that's very unlikely.
