She is absolutely right about the second claim. A good wooden hairbrush does strongly discourage return applications and it speaks with great authority.

But, truth in advertising does require the admission that heavy hairbrushes are a bit thuddy and their repeated application on the same spot can damage deep tissue and also lead to visible bruising. However moderate parental use is completely safe. As my mother claimed of her yardstick, the hairbrush allows one to be "emphatic without really hurting".
