 I think it is interesting how all spankings, bare bottom or otherwise, have completely disappeared from the comics. Got to wonder how this gets enforced and what the rule actually says.

I don't think there is any actual rule, it is just a change in attitude on child discipline. The various newspaper letters and articles cited were 10-1 pro-spanking, and that was the widespread consensus at the time. That has changed, especially among more "liberal" media. Back then "Dear Abby" commonly approved of spanking. Today she will recommend counseling.
