I went to public school in a rural SE Texas town from 1961-1973. Most paddlings were done in the Principal's Office but a few in the classroom in Grades 1-7. Never out in the hallway. If a teacher was going to paddle a student, it would be in front of the class, usually with the student bent over the teacher's desk, facing the class. Most often boys, but a few girls over the years.

I remember them facing the class and seeing their expressions when the paddle connected. 3 was the maximum. We did not have uniforms and most of the time the student was wearing jeans. I remember mini-skirts being popular when I was in the 7th grade.
