Teacher, no. Principal, yes. The year was 1965.
5th grade, a white boy put my black friend Charlie in a locker and got caught. As punishment, the bully was given a bare bottom hand spanking to the point of tears in front of his victim and the whole class, which included boys and girls.
I have to say, it was a real treat watching him go white with fear when he was told the principal (I can't remember his name all these years later) would see to the boy's punishment, and I've never seen anyone blush as red as he did when the principal declared that his actions warranted the most shameful punishment he could administer: a public bare bottom spanking.
The bully's eyes had welled up with tears before the spanking even began, and he wasted no time throwing himself over the principal's lap after the principal pulled down both his pants and underwear. The tears erupted only about half a dozen spanks into the punishment and evolved into a most pathetic mix of wailing, howling, and roaring. Nonetheless, the principal continued with the public humiliation until his hand had smacked the boy's bare ass 30 times.
A fitting punishment for the crime if you ask me. Sufficiently painful and immensely embarrassing.
