Good questions K_v. A bath brush outside of the shower or tub, makes a statement, for sure.

I, too, wonder where Marcey's Mom kept it. My mom kept her spanking yardstick behind the door to the cellar! So, it was handy but not visible to guests.

Normally the spanking implements were tucked out of sight. But in the case of the bathbrush waiting for use due to a school issue it was put on the entrance way table for all to see.

It did get a number of compliments from my mother's book club that met at the house a day before the punishment was given. Some of the neighborhood women even asked if they could come over and watch the proceedings. One neighbor actually did which kicked up the embarrassment level for my brother by a quantum leap.
