As part of a romantic theme, adult women got spanked by men in movies because it's not culturally appealing for it to be the other way around. It was about masculinity and femininity, not about raising children. Then, much of the 30s to 60s entertainment about family life in movies and television was pure fiction, and only a superficial, whitewashed depiction of real families.

In entertainment, in general, girls getting spanked has always been more appealing, as evidenced by the endless fake posts on the internet, even so far as males posing as females in order to present a titillating narrative. The history of fiction is not historical evidence of reality.
