A spanker could stop when the bottom is bright red and likely overlaid with a few redder stripes. When I was growing up, a "mild" spanking like that would be reserved for an early preteen just being introduced to a belt. For an older child, especially one in her late teens who got into serious trouble, she would end up with a deep red bottom, likely with welts and/or minor bruising.
