This might be dating myself here but:

Kelly Bundy on Married With Children (there were a couple of brief references on the show). Regrettably neither parent is up to the task (both portrayed as irresponsible) however the next door neighbor (Darcy iirc) would do a good job.

And I should note that her real persona seems like she was a well adjusted and behaved young person at the time.

Blaire on "Facts of Life" (if you watched the program then no explanation required).

The Penelope character on "Criminal Minds." Just because I'm curious how the quirky character would behave.

Samantha from the US version of Ghosts. The Woodstone Matriarch would do a good job thanks to her living during the gilded age and likely took a birch to a few servants in her time. However, since she's incorporeal that's out.

Molly from "Mike and Molly." McCarthy did a great job (I think) of portraying both a capable woman and an occasional airhead.

And her sister Victoria should get a good dose from Molly as well.

There are myriad more but I hope I mentioned a couple that will make the reader look at them differently.
