Did your mom get it from her dad as long as she lived at home? Do you know if she was on a bed, or perhaps bend, or over the back of a chair?

I'm sure it must be very emotional for your mom to see your dad giving you the strap on your bottom. It would remind her of her own growing up. She'd know how awful it was for you. As she has chosen to have your dad strap you it must be that she feels her own strappings were a positive thing for her and as she watches your dad with his strap she'll be praying it also helps you.
