'To not allow you to get above your station' your mother would keep you in shorts to remind you of your lowly status and to keep you in your place. Of course, for this purpose the shorts, like the ones you describe would have to be abbreviated for the desired effect. In your case this would also make you look considerably younger than your true age.
This would obviously allow you not to look out of place in the cubs.
It was humiliating and embarrassing to have to wear such miniscule shorts but I also disliked wearing the knee stockings that were tightly gartered at the knee with tassels. I remember protesting about wearing this uniform but I was told I had to wear the same uniform.
