I think you are handling this just right, if she sits for her brother would you give her spanking permission. My daughter has also told me she will be a spanking mom.

Back in January 2023 our youngest son had just turned 12, his sister was 18 at the time (she is 20 now) he 13 he was very disrespectful to her and shoved her while she was sitting for him. When we got home we heard all about it and I gave him a very good sound spanking with her watching, afterwards my daughter said to me that she asked for spanking permission and wished she could have spanked him. I spoke to my husband about her having permission to spank her brothers and he did say it was alright with the youngest but not her then 15 year old brother he is now 16.

What I then did was inform them of this decision and that the next time my youngest needed to be spanked my daughter will spank him, because I wanted to see how she spanked, see if I needed to give her any advise and she will spank with her hand and my brush, she had watched me spank her brothers enough times over the years and I have told her how to spank but I wanted to see her spank. She did a tremendous job and after that she has spanked him 3 times as a sitter as well.
