Good question. They do not like the new naked rules. They feel more embarrassed and controlled. Like they really can't go anywhere. With some effort and focus, and consequences attached, they have gotten to the point of mostly undressing and minimally fussing once I am in the room. They don't take anything off before I get in so Im still managing the process. They both are very shy about pulling down panties and undies so I sit on the bed and do it while they stand wiggling and twitching in front of me. Once fully naked they are like stiff statues, afraid to move but they do come over my lap as I guide them. I always instruct, "hands on head" when I'm reaching out to pull down undies or panties because I have a thing about anyone touching my face or even head. Sometimes they follow that and sometimes they are too eager to cover their fronts. I don't actually care either way as long as their fingers dont touch my face or neck. Just a thing I have about it.

Both have separately approached me in calm moments and asked to go back to just bare bottom. I won't do it. The increased obedience is too worth it. I pleasantly remind them that its nothing I haven't seen before so they shouldn't be as embarrassed as they are. Doesn't seem to matter though.
