I couldn't agree with you more, everything you said. I love this and I'm seeing it for the first time “Spanking clothed vs bare is like the difference between a kazoo and a symphony orchestra.”

Baring their bottom most certainly shows that I am in charge and I can and will bare your bottom and spank it long and hard while bare. It adds fear to their spanking along with great embarrassment even if it is was just me and the boy over my lap, once they were old enough that they were embarrassed to have mommy lower their underpants as they lay over my lap it brought their spankings up a notch or two.
