I think Cindy the mom of Beth and Danny is certainly consistent in her parenting. At the ages of 9 and 11, as we all know, regular spankings are not uncommon and often necessary. I think if you spent more time with this nice family you would certainly hear that unmistakable sound of a bare butt spanking more often.
I also had to spank on Halloween. My two boys Jan and Marek needed a good spanking.
