In my experience, I have seen my daughter put over the knee not for a second time but after her first punishment didn't produce tears. She was 12 and somehow took 6 licks of the leather belt while somehow not crying. Her father believes a truly effective spanking ought to produce real tears (I can't say I disagree) so he put her over his knee and gave her a good old fashioned hand spanking which quickly made her cry out as the proverbial dam burst and brought on a flood. My son who is now 12 has always very easily been spanked to tears by just an open hand so he's only ever been punished once at a time.
