At the risk of being obvious, I think a proper spanking is one that makes the child sincerely and significantly regret whatever action or inaction led to them getting their bottom warmed. In practical terms, that typically is going to mean to snot and tears and marks, followed by feeling it every time they sit down for a couple days.
