After just rereading my reply it was a little confusing so I am redoing my reply.

Yes their dad should have made sure they have their seatbelts, knowing what he is like I imagine you have told the girls as they were leaving to be with him to put their seatbelts on, and made sure they did as they left you. I'm sure they know how important that is from you, reinforcing to them they need to have their seatbelts on.

My boys knew/know as well as their friends and the 3 I sit for know that they had to put them on, I would look back to check I would tell them I shouldn't have to keep reminding you and they as they grew older would put them on first thing and if they took them off to do something as I was driving they were spanked when we got home if they had an attitude about putting them on they were spanked as I told them its a serious issue. If by chance they were in a vehicle with someone who did not remind them, they still knew they had to and if they didn't I would have spanked as well.
