I'm sure comfort plays a big role there, when I ask my children what they like best about their barefoot life they say "it feels so good". Even if it can be annoying to walk over dry frozen asphalt with salt and gravel as it is so often in winter (I guess it will still be some time until the towns do their spring cleaning).
Any kind of shoes would be more annoying to them. Sure I also told each of them numerous times how good they look being barefoot, they certainly stand out among the majority who wear shoes but in a positive way. Some children of the neighbourhood will play with them barefoot on nice sunny days spring and fall but put on shoes to go to town, in summer when it's hot (almost too hot to be comfortable) curiously we see a few more barefoot children and youth out and about.
So yes you can look fashionable when barefoot, especially when you're young. The boys too, for them it's more of a relaxed, casual, sporty look most of the time (they are in shorts most of the summer) but they go for "smart casual" when going to events with cool looking, well ironed shirts and trousers.
