As you write you were without any shoes that summer and had no choice, but I hope you found some enjoyment anyway.
As a mother I would always go the way of encouragement, but not force anything. You are more likely to do something and with more engagement if you have come to the conclusion that it is the better choice to do so, not if it's somebody telling you to do something (or else ...) I want to raise my children to take their own informed decisions and take responsibility for them.
If my children want to have shoes I will provide them with a decent pair so I can be sure it fits well. I will suggest they go barefoot if temperatures aren't terribly cold, I'd point out the advantages of doing so, but I wouldn't refuse them shoes.
I guess it's a question of parenting style. I love to give freedom and choice, while giving enough guidance to make it clear what the best choice is
Someone in this group wrote you can set strict rules as a parent of barefoot children, even telling them they must go barefoot. That's not my approach.
But I wouldn't let them wear shoes that are too small, worn out or in any way unhealthy to wear. There are hard limits too.
