Temperature limits are different for each person, you would have to find out by yourself. Warm up well before going out and give a lot of attention to what you feel. If the cold causes pain or numbness (the feeling in the toes going away) you must immediately go back inside to warm up or you risk frostbite and that can hurt a lot ...

For a short bit (a minute or so) it should be allright if you keep moving and running around. Better do this when the snow is new and soft because old snow freezes over becoming hard and unpleasant, forming ice crystals that can even cut the skin.

I certainly wouldn't overdo it but I find a short run in the snow is great fun as long as there's nice snow. When snow gets old it's not nice any more ...
