You could do fun barefoot things with them. A game on the grass, trampoline, balancing, a day on the beach or at the lake ...
Natural surfaces are best for that. Grass, sand, earth, forest, moss, mud. No need to conquer the urban desert of paving stones, asphalt, concrete and gravel yet. Just find out where they prefer to go barefoot and let them expand from there.
Tell them of the advantages: you feel the world at every step, you can sneak quietly or run quickly, dance, climb, jump, walk through mud and puddles with no worries. Bare feet are adorable, cute, neat and appropriate wherever a child will go, they always fit and are easy to clean.
Mention the risks as well, most importantly remind them to watch where they step.
Do their parents have any objections? It's them who set the rules and often a parent's fears keep a child from going barefoot where it would be easy, safe and fun.
After all it shouldn't be about rules, it's your nephews who have to find out where they enjoy it. Though we do now have a "clean bare feet only" rule at home it's more like something we all agreed on, not a strictly enforced regulation.
