Hi and welcome! My boys are 9 and 13 with a girl right in the middle at 11 like the younger of yours. They love going barefoot everywhere and finding new situations where they can do so, in the big city as well.
I often told them their feet are cute, beautiful, good-looking, regardless how clean they were; it should not be embarrassing for children to have dirty bare feet because that's just how their environment is. They're not praised for getting their feet dirty but not accused of it either.
Seems like for them city barefooting goes together with black soles, though they also enjoy rinsing them off in a fountain on a hot day and understand it's better when the top of the feet and the toenails are clean when going to a restaurant or shop.
When they were younger I washed their feet until the age of about seven, now they're doing it themselves, just wiping them off on the doormat or if necessary scrubbing them in the shower, such as when they're muddy or stuff sticks to them that doesn't easily go off (we have a brush and hand washing paste in case things get really sticky such as tree resin).
I think though that your method can be a nice form of emotional bonding between parent and child. Recently I rubbed my daughter's feet after she got dressed fresh from a shower and she liked it very much.
