The refresh probably isn't 67Hz, but the Mac may simply be reporting it as such because your sense lines are screwy. I'm surprised that it's working at all.

Where you do the sense line coding is up to you. I prefer the analogue board, but the wiring harness works as well.

The J19/IP8 is a totally different mod and has nothing to do with the video at all.
