The CC board doesn't have a reset (CUDA) switch on it, but zapping the PRAM will cure any PRAM-related problems that pressing the CUDA switch would have cured on another board.

I'm a bit puzzled as to why removing the PRAM battery didn't work, and even more puzzled as to why putting a good PRAM battery in it didn't work either.

I think the PRAM battery and logic board should both be removed. Let the logic board sit for about an hour or so. Use a small wire jumper to short the battery slot terminals with the battery removed. Once you've done that, put the battery back in, re-insert the logic board, and try to boot the CC while holding cmd-opt-shift-delete to reset the PRAM again, just in case. If it chimes, keep holding the keys until it has chimed at least twice, although four or five wouldn't be a bad idea.

If that doesn't work, check for damage to the LB edge connector and wiring harness. Make sure all the power cables in the harness are as they should be. Make sure the cable on the harness that runs to the analogue board connector isn't damaged.
